    Esther 1:21-22
KJV(i)21 And the saying pleased the king and the princes; and the king did according to the word of Memucan: 22 For he sent letters into all the king's provinces, into every province according to the writing thereof, and to every people after their language, that every man should bear rule in his own house, and that it should be published according to the language of every people.

21 Well, what he said pleased the king and his rulers, so the king did what Memucan proposed. 22 He sent a proclamation everywhere throughout his entire realm in their languages, to require wives to show respect for their husbands in their households.

    My thoughts.
The king decides because his woman was unrulely so man are given complete control. Now God allows men to rule but men should live a way for women to want to respect them. Their may have been a reson the kings wife lost the respect of her king and instead of earning the respect back he banished her.
